Gov. Rick Perry appointed Carlos Rubinstein of Austin to the Texas Commission on Environmental Quality to a term to expire Aug. 31, 2015, and appointed Bryan W. Shaw of Round Rock as presiding officer of the commission. The commission oversees the state’s environmental permitting and enforcement agency.
Rubinstein serves as deputy executive director for the Texas Commission on Environmental Quality. His responsibilities include assisting the executive director in all major capacities such as directing operations of all employees in 17 statewide offices, administrative oversight of agency budget, legislative activity and implementation of agency policies.
Shaw was appointed to the commission in 2007. He is chair of the Texas Advisory Panel on Federal Environmental Regulations.
